Educational Qualification:

Job Purpose:
To provide high-level strategic, technical, and policy advisory support to the Director General on urban planning, sustainable mobility, and land use integration. The aim is to ensure that RTA’s transport and infrastructure projects align with Dubai’s strategic vision and urban policy framework.
Key Responsibilities:
- Strategic and Policy Advisory: Advise leadership on urban development policies, frameworks, and transport strategies aligned with Dubai’s urban vision.
- Evaluate national and emirate-level policies impacting RTA projects and recommend adjustments where needed.
- Contribute to developing governance models for integrated transport and urban planning.
- Integrated Urban Planning: Review master plans and zoning frameworks to ensure land use and transport integration.
- Support studies promoting mixed-use, walkable, and transit-oriented development models.
- Policy Development & Institutional Alignment: Collaborate with Dubai Municipality and other government bodies to harmonize planning and mobility policies.
- Draft policy papers, frameworks, and position statements on behalf of RTA’s senior management.
- Technical & Research Leadership: Lead research on sustainable mobility, resilience, and global benchmarking (e.g., Copenhagen, Singapore, London).
- Evaluate urban policies through indicators like density, modal share, accessibility, and emissions.
- Governance & Oversight: Review consultant submissions and ensure policy compliance and efficiency improvements.
- Represent RTA in high-level policy forums and intergovernmental committees on urban development.
Qualifications and Experience:
- Master’s or PhD in Urban Planning, Urban Policy, Transport Planning, or Public Administration.
- Minimum 15 years of experience in urban planning, transport strategy, and policy development within public sector entities or international consultancies.
- Expertise in urban governance, policy formulation, and institutional coordination.
- Proficiency in GIS, urban analytics, and mobility data modeling.
- Strong communication and strategic presentation skills in Arabic and English.
